The Second Avenue Subway Phase 2 extension into East Harlem represents a $7.7 billion infrastructure investment with profound implications for one of Manhattan's most rent-burdened communities. This studio examined the MTA's forty-plus eminent domain acquisition sites across three station areas — 106th, 116th, and 125th Streets — to identify opportunities for equitable joint development in a neighborhood at acute risk of transit-induced gentrification. Through policy analysis, stakeholder interviews, and nearly one hundred community conversations, the studio produced three integrated proposals. First, zoning map and text amendments establishing R10-equivalent subdistricts with mandatory 100% affordable housing options and anti-displacement protections. Second, station-area site plans projecting over 1,200 affordable units and 48,000 square feet of local retail. Third, a civic engagement roadmap for CIVITAS and Community Board 11 to translate planning recommendations into sustained political action.
